Most of these are in Germany; a few are in the UK. The images all infringe on the copyright held by the creator of the floats. Neither country's FoP allows the exemption for works that are not permanently on display in a public place.

This ticket contains an email from 2009, that gives permission for 6 files Jacques Tilly created before 2009 (obviously). The same ticket (I think they where merged by mistake, or maybe the emailer confused threads) the caricature File:Jacques Tilly Karikatur.jpg. There are other permissions from the same artist for File:Jacques Tilly.jpg, File:Grossplastik Pruegel-Nonne.jpg, File:Grossplastik Trump Baby G20 Summit.jpg and File:Brexit-is-a-monstrosity-float-2017-10-01-in-manchester-photo-robert-mandel.jpg.
